ANY time he has to say a large number he says the number that sits in his subconscious first. Which is usually "millions" because he thinks "millions of dollars, millions of voters, millions of whatever".
Just like any time he says the name of a family member he always says the name of his dead son because it makes a huge mark on the psyche to lose a kid, and that thought is always just riding the undercurrent.
How do I know??? Dyspraxia is a cousin disorder of dyslexia and I do the same thing all the time. I say the word that is just sitting up there marinating, instead of the word I mean to say. The million/thousand/hundred thing is also very common problem with both disorders because most of us have dyscalculia or dysgraphia. I remember listening to something on the radio years ago that had a speech therapist discussing it, and it was the first inking I had anything amiss. They just dismissed it all in the 80's..... I also go to say what I'm thinking and individual words just disappear as if I have Alzheimer's and it make take a minute or two to remember the word. But like Biden, I give great speeches and can read aloud really well.

Many people in this set ALSO stutter, and it's not like they knew what Dyslexia was in the 1940's. It also says he had a C average, which sounds about right if you struggle with things others take for granted...

Aneurism, stroke, and epilepsies are ALSO common with dyslexics. When you have variable connectivity in the brain, other issues tend to crop up.
I'd be very curious to know if he gets lost a lot. Yes, I know he had a hard time finding the stage the other day. Being easily distracted is also pretty common with us.
PS, I'm NOT SAYING HE AIN'T OLD AS WELL. But even when vice-prez he seemed to bumble on things a bit...

Watch videos of Biden speaking 10 years ago. There are plenty of them. He was suave and well spoken.
