I think that's a site-wide problem, unfortunately. From what we in RWED can tell, it's a problem with the new version of the forums. When we used the older version,* notifications worked just fine. You can see our conversation about it here:

Haken was alerted to the issue back in May, and he said he had a fix coming, but I guess it didn't work...
