I thought it might be him but I'm not sure, as he didn't write/direct that episode it might have been whoever deals with the music.

Dunno, but I was like that w/ so many (all?) of the tunes from OMWF. Had to buy the soundtrack.

He did write some of it. Writing credit for 'Smile Time' is given to Joss Whedon & Ben Edlund. It's possible that the music department handled it, but considering how much Joss loves to write songs, and his talent for earworms with silly lyrics, I would bet on him. I can't find anything official about that particular song, though.
