I can't decide if these allegations are part of a racist conspiracy from Fox news to discredit strong public servants, or evidence that all black politicians...hell, all black people are evil. Perhaps someone could explain to me, slowly and in simple language, how I should react to this story and what it means?

Well, there's also an investigation ongoing into Senator John Ensign's "alleged" criminal misdeeds and ethics violations. Kinda hard to pin it all on racism if they're hanging lily-white Ensign out as well. His Republican cohorts are thus far making themselves scarce in coming to his defense.

Waters (along with Rep. Frank) participated directly in pressuring the feds for OneUnited’s piece of the bailout pie. She personally contacted the Treasury Department last December requesting $50 million for the company– and failed to disclose her ties to the bank to them. The government ended up coughing up $12 million in TARP funding for OneUnited — despite another government agency rapping the bank in October 2008 for “operating without effective underwriting standards and practices,” “operating without an effective loan documentation program” and “engaging in speculative investment practices.”

Hell, I never said Waters wasn't corrupt, that's kind of a no-shit-sherlock assessment there, given that just about ALL of these jerks and berks are...
Thing is, they only seem to actually get PROSECUTED for it when they start touching those unspoken "Third Rail" items, like how we seem to be Israels bitch (Waters, McKinney), or big bank misconduct (Spitzer), or abuses from former administrations who still have people in power (not just Bush, but Johnson, Nixon, hell, even Kennedy's hangers on did this) - stuff like that.
So this is less about partisanship than about rocking boats that there's some kind of asshole-consensus not to rock, you see.
You ever think that's one reason that Congress is happy to install folks who are obviously corrupt, that it gives them a leash to control the fuckers ?

When Cynthia first lost her seat, daddy Billy declared it was because of..... wait for it .... the " J - E - W - S ". The fact of the matter was, the moderates of her district had had just about enough of her nonsense.
As was the case w/ Cynthia, Maxine is an example of someone who is so completely out of her element and out of their league, they really have no clue of what it is they're doing. They treat their position of power as some sort of entitlement, and that by virtue of their lofty public servants position they see themselves as some sort of all powerful monarchs.
Hell, even Rep Pete Stark (D - CA ) thinks that " the Federal Gov't can do what it wants".
