Yes, membership is usually open one or two times a year from what I have seen.

Yes, membership is closed most of the time. Then they open memebership and only accept so many new members. If you don't click on the membership link or hear from someone else, you wouldn't know when membership is open.

Joss Whedon is a member over there. You can click on » Tag: joss+post (right side of home page) and see his posts.

Everybody read the site rules and policies. It isn't wild like www.fireflyfans.net I mean like Haken allows trolls to have their own little area.
