Hmm... Not coming out as well as I'd hoped! I've scrapped a bunch of stuff so far. I think I'm going to go back and try regular portaits with cel shading. SO many ideas, so little time...

I draw a sketch, ink it, then scan it. I open it in photoshop, clean up the lines, set some layering, and then color it. There are some textures in the background that were scanned bits of lace or textured paper.
Any similarity to B5 is coincidental... I've never watched it. I just thought it would be a cute gesture.

On Kaylee, Bester's salute is simply "A-Okay, Cap'n!" Girl doesn't have a sinister bone in her body.

I like this style. Your sketch is excellent, colouring decent, and the texturing is nice. I think I learned a thing or two for my own work...
